Description: The volume of mental health incidents has continued to see an increase in recent months, and the latest figures available to Specified Location Police show that officer time spent on mental health related incidents accounts for 26% of all front line officer time, and it is believed this is an underestimation.
Within custody this problem is emphasized dramatically. On average between 35 to 40% of all detainees highlight mental health concerns upon arrival at custody. In August 2019 350 detainees were identified as having mental health needs which contributed to their offending. A staggering half of these detainees were repeat arrestees, being arrested 2 or more times in the past 12 months. 1 in 10 of these detained persons having been arrested 3 or more times in the past 90 days. We are comparable to national rates which also highlight that people with mental health issues are being arrested at much higher rate than the general population.
Many of those with mental health needs that present at custody, are for low level offending such as public order offences or criminal damage, and these offences are often disposed of as not in the public interest to proceed with a prosecution. We wish to introduce a mental health conditional caution to better provide the support and address the needs of these individuals, so that they do not continually re-enter the criminal justice system.
The conditional caution will involve detainees being visited by a mental health professional-employed by NHFT Liaison & Diversion services who will assess the mental health status, and provide pathways for individuals, and navigating their journey through which conditions should be attached to the caution to support their mental health needs.
If a conditional caution is accepted a navigator will map out a unique programme for each service user based on their individual needs. Over the 16 weeks duration of a conditional caution, the service user would be offered an ag
