Short description of the contract or purchase(s): Post Design Services (PDS) and Contractor Logistic Support (CLS) for the Anti-Structures Munition (ASM) Weapon System.
Background
The International Guns Missiles and Rockets Project Team (IGMR PT) which is part of the United Kingdom Ministry of Defence is intending to place a contract with Dynamit Nobel Defence (DND) (the Company) for Post Design Services (PDS) and Contractor Logistic Support (CLS) for the Anti-Structures Munition (ASM) weapon system.
ASM is a man-portable, disposable, shoulder-launched weapon system based on an open Davis Gun principle. It launches a projectile with a tandem dual-function warhead for use against a variety of targets. On firing, a central propellant charge ignites and forces the projectile out of the launcher with a muzzle velocity of approximately 200ms-1. As a reaction, a ‘gel’ counter-mass is expelled from the rear of the weapon; this minimises recoil, allowing firing from confined spaces. The high muzzle velocity coupled with thrust from a ‘Sustainer Rocket Motor’ enables accurate shot placement at ranges of between 15m and 400m.
Duration of Contract & Cost
The duration of the contract will be five (5) years and have an estimated value of three hundred and fourteen thousand pounds sterling (£314K).
Justification
It is considered that this Contract can be placed using the negotiated procedure without prior publication of a contract notice pursuant to Article 28(1)(e) of Directive 2009/81/EC and Regulation 16(1)(a)(ii) of the Defence and Security Public Contract Regulations 2011.
The Company is the Original Equipment Manufacturer (OEM) and Design Authority (DA) of ASM. It is the only operator that has the technical expertise and know how to maintain the equipment as it holds the required proprietary know-how including the technical data required to carry out modifications and control Obsolescence management to the ASM System from an interoperability and safety perspective.
Additionally, the Company is the only operator able to underwrite safety modifications and is the provider and maintainer of the training system, which is required to safely operate the ASM Weapon System. The Company maintains configuration of the technical data and information necessary to produce compatible spares.
It is for the reasons listed above that the Company is the only operator able to perform the contract.
