Summary of Requirements / Description of Work: Electronic intelligence system. Prometheus Tranche 3 is an Open Source Intelligence capability for a minimum of 500 concurrent users at OFFICIAL-SENSITIVE providing access to the internet using managed attribution and integration Commercial Off The Shelf (COTS) products into single system.
It provides a means to utilise publicly available information (PAI) and social media content to better understand global events, emerging threats and support decision making.

To fulfil the obligations of the Contract, the chosen contractor will be exposed to and required to safeguard nationally sensitive information/data and equipment bearing a security classification up to and including UK SECRET UK EYES ONLY level.

Therefore it would be contrary to UK interests to comply with the DSPCR and advertise the contract in the OJEU. An exemption from Regulation 7(1)(a) of the DSPCR in conjunction with Article 346 (1)(a) TFEU has been granted.
