The forces of North Yorkshire, South Yorkshire and Humberside Police may choose to adopt the contract by agreement with West Yorkshire Police which will extend the provision to the Yorkshire & Humber region. Only West Yorkshire Police will use the contract initially.

Justification for a framework agreement, the duration of which exceeds four years: In the event the contract is not adopted by other named forces the risk of breaching the 4 year rule is mitigated as there will be only 2 parties to the contract. Soft market testing established existing suppliers believed a 5 year period would be more commercially appropriate and appealing to the market given the complexity. An optional extension break after 3 and 4 years is provided for within the contract to mitigate the risk of breaking the 4 year rule. The contract term value range is broad because other named forces may adopt it and because the minor work has a significant impact on the contract for each force should it be adopted. As the initial contract will only be used by West Yorkshire the upper range is not likely to extend beyond GBP 15 000 000 over the contract life for that force.
