1. The purpose of this PIN is to inform suppliers that the Authority is holding an early stage, Industry Engagement Day, in respect of discussing the Authority’s requirement for the supply of Bulk Marine & Marine Aviation Fuels, for the UK Ministry of Defence (MoD), to be Delivered Duty Paid (DDP) to the British Defence Singapore Support Unit (BDSSU), at Sembawang Naval Wharf (SNW), Singapore.
2. The Fuel Types delivered under the Singapore Fuels Project include F-76 (Marine) to Def Stan 91-4 (latest issue) & F-44 to Def Stan 91-86 (latest issue) / JP-5 (Marine Aviation) to Military Spec MIL-DTL-5624 (latest issue).
3. The aim of this Industry Engagement Day is to provide an overview of the Authority’s requirement & to aid the Authority’s understanding of what is available within the market place in relation to the requirement, what are the issues faced by suppliers and to capture the overall interest of suppliers to work with the Authority.
4. The project team, which is part of the Defence Fuels Acquisition Programme (DFAP), seeks to meet this requirement through a Competitive Tender Process in accordance with the Defence and Security Public Contract Regulations (DSPCR) 2011. It is anticipated that the competitive procurement process will commence in 2020; following a period of extensive market engagement to fully understand the options available. The project has an anticipated value between £ 125m –
£ 175m (based on a 4-year contract).
5. Prior to the Industry Day, the Authority will not disclose any information, specific to the Authority’s Requirement for this contract.
6. Following the Industry Day, the Authority intends to issue a Request For Information (RFI) to further aid its understanding. This RFI will be advertised in one or more of Defence Contracts Online (DCO); the Defence Contracts Bulletin (DCB); Tenders Electronic Daily (TED) and Contracts Finder and will be issued to all who request an RFI together with other companies whom the Authority believes may be able to provide useful intelligence on this requirement. Attendance at the Industry Day is not a prerequisite to bid for this requirement, however it would give suppliers the opportunity to visit BDSSU. All information provided at the industry day will be shared with any interested parties.
7. The Industry Day will be held on Thursday, 11th April 2019 between 1900 and 2130 (local time), at the Navy MWR Club, Sembawang, Singapore. Suppliers will be limited to two representatives per company at the Industry Day due to capacity limitations at the venue. Suppliers wishing to attend the Industry day should forward a response to this PIN by latest Friday the 29th March 2019, to the contact details provided on this notice, with the following details:
