Reason for Award: To replace the current in-flight urination system which is difficult to use and presents safety implications which will be eliminated by this new capability.
Value of Contract: 220,000
Justification For Non-Competitive Decision: The Lightning II Delivery Team, part of the UK Ministry of Defence, intends to place a contract with Omni Medical Systems for the purchase of AMXD Max Urinary Systems and associated consumables at an estimated cost of £220,000. It is considered that this contract can be placed using the Negotiated Procedure without Prior Publication of a Contract Notice pursuant to Article 28(1)(e) of Directive 2009/81/EC (Regulation 16(1)(a)(ii) of the Defence and Security Public Contract Regulations 2011).

Omni Medical Systems hold exclusive rights for the Automatic Bladder Relief System (Patent Number 6706027), i.e. the AMXD Max; as well as the Through Suit Connector (Patent Number: 7875011), which connects to both the pilot flight suit and the AMXD Max. Whilst these are USA patents, a fundamental part of the requirement is for it to be used in the USA.

In addition, the AMXD Max has undergone extensive testing and certification clearance for use on the F-35 aircraft and is the only urinary system to achieve full flight clearance. As a result, to develop and clear a new product on the aircraft would add unreasonable and disproportionate time, risk and cost to the programme.
