Summary of Requirements / Description of Work: Research services. The Ministry of Defence has a requirement for a Service Provider (Prime Contractor) to manage the Niteworks service. Whilst this is currently a MoD requirement other government departments may in the future wish to be able to utilise the services offered under the terms of the contract.

The requirement also requires the provision of Core Management Services which will allow the MOD and potentially other government departments the ability to place tasks to gain practical, impartial responses to complex defence and wider security services issues by working together and combining evidence, experience and innovation from across Defence, including MOD, industry and academia.

The Core Management Services required under this contract is likely to comprise services in the following areas:
• project management services relating to tasks;
• the creation, maintenance and management of appointed Niteworks suppliers, including the ability to bring in suppliers with new expertise;
• support to the MOD in the definition of tasks;
• the placement and management of tasks with appointed Niteworks suppliers including taking responsibility for the standard of outputs;
• the management of the Intellectual Property Rights (IPR) requirements. Niteworks is a MOD owned brand and all outputs will be @crown copyright;
• the provision of innovation opportunities through knowledge management and strategic white papers.

The Niteworks managed service is required to create an environment and network which is able to provide as a minimum:

• impartial advice, free of company bias;
• the ability to shape and inform capability requirements between the MoD and industry while preserving the ability of MoD to run taut competitions and test value for money;
• a trusted “within MoD” organisation where industry have the confidence to participate without fear of losing their competitive edge;
• the ability to engage across industry, including SMEs, system integrators, potential solution providers and academia;
• an improved industrial understanding of the MoD’s requirements;
• a service which is scalable, agile and robust with ability to respond to changes in demand and priorities.
• a service which is sufficiently independent to be able to challenge the MoD and its suppliers to change and introduce innovation;
• a service which is efficient and effective in order to provide timely advice and value for money.
