Short description of the contract or purchase(s): Insulated cable glands. Marine Electrical (ME), within Marine Systems Support (MSS), supplies specific support and the Fleet’s electrical systems including Electrical Power and Distribution (EPD) systems. The ME team requires a new contract for the support of Pressure Hull Glands (PHGs) and Bulkhead Penetrators across Royal Navy Submarines (including Continuous at Sea Deterrent). The ME Team will be the MOD authority in the context of this contract. The requirement is for a seven year enabling Contract for the provision of Spares, Technical Support and Post Design Services (PDS).

Reason for Award: The Contractor submitted a compliant PQQ in response to the Notice and is assessed by the Authority to be technically capable of satisfying the requirements of the contract.
Justification For Non-Competitive Decision: It is considered that this contract can be placed using the Negotiated Procedure without prior publication of a Contract Notice pursuant to Article 28(1)(e) of Directive 2009/81/EC (Regulation 16(!)(a)(ii) of the Defence and Security Public Contracts Regulations 2011) for technical reasons.
The Authority tested the market by instigating a fair and transparent competitive process and found that only one bidder – the Contractor – submitted a PQQ confirming it was technically able to meet the requirement. Therefore, competition is not technically viable.
