North of England Commissioning Support (NECS) are working for, and on behalf of, NHS England, Specialised Commissioning who wish to commission Support for Older People in Prison for Health and Justice North Team including HMP Durham; HMP Frankland; HMP Holme House; HMP Durham; HMP Kirklevington Grange; and HMP Youth Offending Institute (YOI) Low Newton.
The aim of the service will be is to provide meaningful advice; comprehensive support; and deliver a wide range of activities for prisoners over the age of 50 within secure settings across the North East England.
The basic principles that mirror that of the open procedure will be followed for this procurement to test the capacity, capability, and technical competence of tenderers in accordance with The Public Contracts Regulations 2015 Light Touch Regime.
This procurement will be conducted via the NECS e-tendering system (Proactis) as such there will be no hard copy documents issued to bidders and all communications between bidders and NECS, including tender submissions, will be conducted via the PROACTIS portal.

List and brief description of conditions of rules and criteria:Under the Public Services (Social Value) Act 2012 the Contracting Authority must consider:
— how the proposed service to be procured may improve the economic, social and environmental well-being of the Cumbria and North East region for which the procurement is taking place),
— how, in conducting the process of procurement, it might act with a view to securing the improvement, and
— compliance with Section 54 of the Modern Slavery Act 2015.
There is an expectation that the service will aim to learn from what has worked for the communities in the past in order to improve the health and well-being outcomes for the older prisoner population. The service will promote social inclusion of the prisoners and decrease the feeling of isolation often described by the aging population. It will also play a key part in the resettlement of prisoners.

The Commissioner will act in accordance with Part 3 Chapter 5 Regulation 85 to 87 and Part 3 Chapter 6 Regulation 88 to 104 of the Public Contract Regulations 2015 (SI 2015 No 102) (PCR 2015).
