Justification for a framework agreement, the duration of which exceeds four years: Is the case of the Provision of Rotary-Wing Aircraft Maintenance, Continuing Airworthiness Management and Spare Parts it is believe a period of 5 years would be the most appropriate term for the Framework. The justification is as follows:
– Due to the formation of the National Police Air Service and the economies of scale that comes with joining all the air support bases around the country under one umbrella, a number of suppliers who would not have previously have been interested in tendering for such work, due to it’s fragmentation, would now be interested. The additional year would provide more incentive for these suppliers to tender, thus creating a more competitive environment.
– Due to the nature of how Rotary-Wing Aircraft operate, the costs to provide the services required fluctuate on a year on year basis, a 5 year period would result in this fluctuation balancing out across the aircraft within the fleet as each aircraft would hit the same milestones within this period. This would make it much easier for suppliers to cost the services required accurately, rather that factoring in a level of risk.
