II.1.4) Short Description: Clanmil Housing Association wish to appoint Developers for the provision of Land, Design and Build in the area of Newry, Mourne and Down Council, Northern Ireland. At least one provider is expected to be appointed to deliver land, design team and contractor and ultimately completed housing units.
Clanmil’s minimum expectation is that each proposal for the provision of Land, Design and build for sites must deliver above 10 units.
Tenders will be assessed on the basis of Most Economically Advantageous Tender. Following the full evaluation, Tenderers who are successful will be ranked in terms of their overall score. The intention is to appoint up to [6] Developers.
Each Developer provides the land, designs, constructs and completes the scheme for Clanmil Developments in accordance with the requirements explained fully in the Agreement for Sale and Development Agreement Contract forms
Envisaged construction period of no more than [24 months].
The units can be delivered over a number of site.

As above, this Project is for the area of Newry Mourne and Down Council Area, Northern Ireland and the provision of Land, Design and Build.
Clanmil reserves the right to enter into conditional contracts (potentially on a phased basis) with one or more Developers. The number of projects will depend upon the availability of support from the Department for Communities.
Clanmil encourages Developers to propose schemes which will deliver at least 10 units. Clanmil does not intend to set an upper limit on the number of units which can be delivered under any individual scheme, however acceptance will be linked to affordability and the availability of support. On this basis, it is difficult for Clanmil to estimate the value of this potential opportunity. The estimate below is intended to reflect this uncertainty and whilst the range will be appropriate for certain schemes, Clanmil recognises that it may not be appropriate for all schemes.

Clanmil will incorporate a standstill period at the point information on the award of the contract is communicated to tenderers. That notification will provide full information on the award decision. The standstill period, which will be for a minimum of 10 calendar days, provides time for unsuccessful tenderers to challenge the award decision before the contract is entered into
The Public Contracts Regulations 2015 provide for aggrieved parties who have been harmed or are at risk of harm by a breach of the rules to take action in the High Court (England, Wales and Northern Ireland).
