Justification for a framework agreement, the duration of which exceeds four years: N/A – 36 month Framework, plus 12 month option to extend (or part thereof).

Short description of the contract or purchase(s): Personnel-training services. The British Army’s Collective Training Group (CTG) has a requirement for the supply of suitably assured and policy compliant, Adventurous Training to exercising British troops in Kenya. Activities include (but are not limited to) climbing, kayaking, canoeing, mountain biking, trekking, Sub Aqua Diving, Off Shore Sailing. Delivery will need to be within approximately 3 hours’ driving radius of Nanyuki – British Army Training Unit Kenya (BATUK) (Main) and Laikipia Air base (East), less that of Sub Aqua Diving which will be required on a coastal destination.
The contractor will be required to provide the resources to deliver the required training to an estimated 4 500 personnel per annum to a scheduled exercise programme; however there is the potential for those numbers to increase or decrease dependent on demand. Any resulting contract will thus be in the form of a Framework Agreement (Enabling Contract).
The majority of the requirement will be Adventurous Training delivery (activities detailed above). This will be supported by Challenge Pursuits activities (including but not limited to Gorge Jumping and White Water Rafting), both scheduled and unscheduled depending on the fluidity of the exercise programme.
The contractor will be required to provide:
– Suitably qualified and experienced individuals to instruct, organise and supervise these activities within the parameters of the relevant National Governing Body (NGB) and Joint Service Adventurous Training Policy and direction (details to be provided at tender stage);
– Suitable feeding and accommodation services that afford adequate calories and rest which enable safe participation in all activities under the contract (details to be provided at tender stage);
– Personal Protective Equipment (PPE), to all instructors and course personnel (troops attending the activity) to the correct and appropriate UK policy and standards (or EU equivalent). All tasks/activities/courses are to be carried out in accordance with the relevant National Governing Body and Joint Service Adventurous Training Regulations (details to be provided at tender stage);
– Output and performance data to the Authority through BATUK and CTG.
Any resulting contract will contain an option to extend at the sole discretion of the Authority for a period of up to a maximum of 12 months (or part thereof).
The Authority intends to break this requirement into 9 lots, by activity type as detailed above. Should another related activity type be identified during the life of the contract, it is the Authority’s intention to invite all suppliers under the Framework to bid for the additional requirement.
