Construction work. The purpose of this PIN is a call for expressions of interest in attending an Industry day for the PAS Refurbishment at RAF Lakenheath, Suffolk.
The PIN invites interested parties to attend an Industry Day (venue and date to be confirmed) when the Project will be fully outlined and an opportunity given to explore a viable procurement route that supports a rolling 5-7-year programme of works for the refurbishment of 58 PAS provisionally split into multiple phases. This Project could be an ideal opportunity for SME’s or regional sized contractors due to the phased approach of works, where it is likely a maximum of 4-10 PAS will be released for refurbishment at a time, which will help alleviate supplier financial exposure.

The project requirement includes but is not limited to:
• Repairs to both rear (metal) and front (concrete) doors with a full overhaul, including a new system for the door track and rollers.
• Repairs to the internal and external fabric of the shelter including surfaces of the efflux (jet exhaust) chamber. Internal walls, doors, and floors to be painted. The works will provide suitable repairs to the efflux chamber, which have spalled due to jet engine run-up within the shelter.
• Complete removal and replacement/upgrading of mechanical (ventilation, no heating) and electrical systems to comply with hazardous environments modern standards throughout the PAS.
The project requirement will involve the following disciplines:
• Design capability
• Working on a live military airbase.
• Contaminated waste removal.
• Asbestos survey/removal.
• Specialist preparation and painting.
The contractor will be responsible for design, correct operation, full co-ordination of all services, modification, removal, supply, installation, testing, commissioning, proving, demonstrating, and handing over in full working order ready for immediate use following refurbishment/construction of the works.
The project is to comply with all current and projected legislation, regulations, and relevant MOD and US Standards and Policy Instructions, including building construction, health and safety (including CDM), fire and RAF Lakenheath airfield regulations
Down-selection of suppliers will be conducted via a Dynamic PQQ and will highlight any specialist requirements within the scope of the questions.
The procurement is being advertised under the Defence and Security Public Contracts Regulations 2011 (DSPCR 2011) under the Restricted procedure; however, in this instance, as DIO (the Employer) are acting as an agent for the end user, they are not strictly bound to EU Procurement Regulations.
