Short description of the contract or purchase(s): Contract for the provision of services to support and manage the Maritime Composite Training System (MCTS) Facility, located at HMS Collingwood and HMNB Devonport, from August 2018 to May 2022. The MCTS facility is the Royal Navy’s Warfare Operator, Career and Continuation Training Capability for Major Surface Platforms. The required support to MCTS includes: property management; facilities management; management of training planning; training design; provision of instructor training; post design services and in-service support and of all hardware, software and maintenance documentation; obsolescence management. The Contract will continue the support element of the current Contract MTSC/0068, which expires end July 2018.

Reason for Award: The Ships Maritime Combat Systems team, part of the UK Ministry of Defence, Defence Equipment and Support, intends to place the Contract MCS/2012 with BAE Systems Maritime Services, for the provision of services to support and manage the Maritime Composite Training System (MCTS) Facility from 1 August 2018 to May 2022. The MCTS facility provides training to Royal Naval (RN) personnel on a wide range of RN platforms and warfare systems. MCTS has been issued an advertising exemption under DSPCR, due to its Security classification, therefore this notice has not been published in the Official Journal of the European Union.
Justification For Non-Competitive Decision: It is considered that this Contract can be placed through Non-Competitive procurement with BAE Systems (the current providers under Contract MTSC/0068 ) because: the Contract is required to enable continuity of support, which includes Design Authority activities, until the requirement is transferred to Project Selborne in 2022, for which a separate Competition is planned; the additional support work cannot, for technical and economic reasons, be carried out by another economic operator, at this time, without major inconvenience to the contracting Authority; due to the Complexity of MCTS, a change in provider would introduce disproportionate technical risk due to the age of the system and obsolescence issues; BAE Systems have the technical knowledge and experience of the MCTS facility (through its design, manufacture and support) to provide continued provision of support which will prevent disruption to availability of the training to RN personnel. A break in contract cover would lead to cessation of training and have a direct operational impact.
