II.1.4) Short Description: East Northamptonshire Council requires a Design Team to deliver the design and construction of a Managed Workspace Development known as The East Northamptonshire Enterprise Centre (the ENEC Project), at Warth Park, Raunds, Northamptonshire. The Council wishes to appoint suitably qualified and experienced professionals to a design team comprised of:
a. Architect;
b. Structural and Civil Engineers;
c. Mechanical and Services Consultant;
d. Principal Designer.
Each of these four professional services is being procured as a separate Lot.
A Project Manager & Quantity Surveyor (PMQS) has been appointed to coordinate the Design Team and also to manage the tenders for the build and the building operator.
It is envisaged that, subject to project commencement in 4.2018 / 5.2018, the design and construction element of the contract will take 18 months, subject to planning and funding.

Precise information on deadline(s) for review procedures:
East Northamptonshire Council will incorporate a minimum 10 day standstill period at the point of notification of the decision to award the contract. The decision notice will incorporate the award criteria, the reasons for the decision, the reasons (if any) why a tenderer did not meet any specification, the identity of the successful tenderer(s) and a precise statement of when the standstill period is expected to end. Any appeal or challenge against the award decision must be communicated to the address stated in I.1) above within the standstill period. If an appeal or challenge to award the contract has not been successfully resolved the Public Contracts Regulations 2015 (As Amended) provide for aggrieved parties to take action in the High Court. Any such action must be brought promptly (generally within 3 months, although this time period may be reduced to 30 days in certain circumstances). Where a legal challenge is made after the contract has been entered into then that contract could be declared ineffective and/or shortened and/or a fine imposed by the Court.
