Short description of the contract or purchase(s): MOPAC as the contracting authority is tendering for the supply and delivery of Feed, Forage, Bedding and Stable Requisites (the Goods) to the MPS. The MOPAC/MPS is seeking through this tendering process to set up a supply framework with a suitably capable Contractor/s to provide these Goods for an initial term of 24 months and a unilateral option of the MOPAC/MPS to extend for further periods up to a maximum of 24 months (2 + 1 + 1).
The maximum anticipated value of the framework is 1,600,000.00 GBP over four years.
The contract for this framework agreement is to be awarded to a single or multiple providers (maximum of 2 multiple suppliers i.e one supplier for each Lot) based on the criteria to be published within the Invitation to Tender documents.
The contract for this framework agreement is estimated to commence from 1.12.2014.
The MPS require the supply of various quantities of horse feed, forage, bedding and stable requisites to 8 stables (Great Scotland Yard, Hyde Park Stable, Hammersmith, West Hampstead, Bow Road, King Cross, Lewisham, Mounted Training Establishment) within the Metropolitan Police District, which effectively comprises of the London boroughs. All of the stables are within a 12 mile radius of Central London.
Each stable will require one or two deliveries per month, except Great Scotland Yard and Mounted Training Establishment which will require weekly deliveries.
The exact day and time of deliveries will be agreed following award of the Contract.
Lot 1 – Haylage & Hay
1.1 Haylage: This will be a semi wilted mildly fermented forage. The natural fermentation process should ensure the forage has a virtually negligible spore level, but has a high long fibre content (no more than 10% protein). The product provided must be dust free and clearly labelled with details of nutritional level and types of grasses contained.
1.2 Hay: Shall be good quality seed hay, of good mixture. It shall in all cases be well saved, sweet, dry and be free from dust, ragwort, mould and mould inhibitors. It shall not be mow-burnt. It shall not be of the current year’s growth.
Lot 2 – Horse Feed, Bedding and Stable Requisites
2.2 Horsehage: To be good quality rye grass mix of a type equivalent to “Marksay Horsehage” in pre-packed sealed bags of up to a maximum weight of 25kg. Similar alternative brands will be considered.
2.4 Hard Feed: The hard feed currently used by the Mounted Branch is Allen and Page. Other recognized brand hard feeds may from time to time be required. All feeds must be free from genetically modified ingredients (G.M. Free). Similar alternative brands will be considered.
2.5 Sugar Beet: To be shredded and free from foreign bodies. A fast soaking beet, similar to ‘Speedibeet’ is preferred. Similar alternative brands will be considered but must have the same nutritional properties as ‘Speedibeet’.
2.6 Other Feed Products: These will be required from time to time, and will be those products readily available from any good supplier of equine feed and forage, including items such as;
– Bran
– Salt/mineral licks
– Carrots
– Readigrass
– Chaff
2.8 Paper Bedding: Paper bedding is required from time to time.
2.9 Shredded wood bedding: The main bedding of choice for the Mounted Branch is currently shredded wood. This, or a similar alternative shredded wood bedding, must be supplied.
2.10 Other equine requisites: These will include supplements and other equine requisites (These ‘equine requisites’ will be the type of items commonly available from any well stocked feed/tack/general equine supplies merchant, and will include all items of grooming equipment, bandages, supplements etc). A list of the items will be made available in the invitation to tender documents.
