The Royal Navy’s new Type 26 GCS (Global Combat Ship) has identified the requirement for an Emergency Diesel Alternator Generating Set for the Mission Bay Handling System.
This bulletin is intended to provide a brief overview of the requirements for this Diesel Generator System, and the initial mechanisms associated with any forthcoming ITT (Invitation to Tender). These mechanisms include submission of both an EOI (Expression of Interest) and PQQ (Pre-Tender Qualification Questionnaire).
SCOPE
The anticipated Diesel Generator System Scope of supply shall include all equipment deemed by the Contractor to be necessary for safe and reliable operation, including but not limited to:
1. Marine diesel engine;
2. Diesel driven alternator;
3. Automatic Voltage Regulator (AVR);
4. Mounts (if not Super D mounts selected from MAP 01-473);
5. Start system; to include two independent start facilities e.g. Electric & Hydraulic to enable black start;
– Any Hydraulic Start solution to include hand priming pump
– Any Electric Start solution to include Batteries
6. Air intake System filter with removable element and all required ducting;
7. Exhaust System that including a silencer and all required ducting and a hull isolation valve;
8. Fuel System;
– Integrated Fuel tank minimum 0.5m3
– Primary and secondary fuel filter with integrated drip tray
– Governor;
9. Oil System;
– High inclination engine sump
– Gear driven pump
– Integral plate-type engine oil cooler (Titanium)
10. Control System
– Full electronic control system with Control Panel
– Engine harness rated to IP55 for engine sensors as well as a CANbus data link for the Ships Platform Management System
OPERATIONAL & PERFORMANCE CRITERIA
The Emergency Diesel Generator System shall meet the following performance requirements:
Alternator voltage: 440V 3 ph;
Voltage regulation of ±0.5%;
Alternator frequency: 60Hz;
Frequency regulation of 0.5%;
Nominal output power: 145kWe;
Minimum Output power at -30°C: 120kWe
The Emergency Diesel Generator System shall meet the following operational requirements:
The equipment shall remain fully captive and not release any projectiles or hazardous substances under accelerations of 32g in the vertical direction and 17g in the horizontal;
The equipment shall remain operational after being subjected to accelerations of 18g in the vertical direction and 9g in the horizontal;
The equipment materials shall be selected to withstand the acceleration levels defined above;
The equipment components shall not be made of brittle materials likely to shatter when subjected to the acceleration levels defined above;
The materials used in the design of equipment and systems must have an elongation to failure of greater than 10% to ensure it is able to survive the shock event;
The Equipment shall be capable of operation in conditions of 20° heel and 10° trim combined, with the engine orientated in either longitude or transversal direction;
The equipment shall be capable of operating in environments were the external ambient temperature ranges between -30°C to +52°C
INSTALLATION CONSTRAINTS
The following Spatial requirements have been defined to minimise the impact of integrating an Emergency Diesel Generator into the T26 Combat Ship:

Width: 1800mm
ENGINEERING STANDARDS
The supplier of the T26 Emergency Diesel Generator shall ensure their product complies with the following standards:
IMO MARPOL 73/78 – International Convention of the Prevention of Marine Pollution from Ships, 1973, as modified by the Protocol of 1978 – October 1983;
ANEP 77 – NAVAL SHIP CODE – Edition 3 July 2010;
Rules and Regulations for Classification of Naval Ships – Lloyd’s Register Naval Ship Rules – 2014
E-TENDERING / EXOSTAR
The Purchaser uses an eSourcing toolkit to enable its sourcing activities to be conducted over the Internet.
Any organisation wishing to engage in tender activities, including initial EOI and PQQ activities with the Purchaser, must follow these steps;
1 – Register with EXOSTAR
2 – Submit your Expression of Interest (EOI) by email and within the EOI timescale in the TIMESCALE Section below.
3 – Submit your completed PQQ form In EXOSTAR before the PQQ deadline TBC.
4 – Join the Tender Process if invited (Instructions will be provided).
STEP 1 – Registration with EXOSTAR Source Pass
To register on Source Pass, visit the Portal’s Login Page at then click on “Register for Exostar Supplier Membership “ and complete the online registration form. When registering your company, you should only select the SOURCE PASS product, for which there is no charge. The entire process should take no more than 10 minutes and need only be completed once. Passwords are issued via email, normally within 2-3 working days.
STEP 2 – Submitting an EOI via email
Once you have registered on Source Pass and intend to submit an EOI for the described equipment you must send an email to; t26-procurement@baesystems.com
The email must contain the following details:
the procurement package name and iBoM number (in the email title)
your organisation’s name;
your contact’s email address;
your contact’s name;
your contact’s telephone number;
your organisation’s Exostar ID number (EXO…)
Your email must arrive no later than the EOI deadline stated in the TIMEFRAMES Section below.
STEP 3 – PQQ Down-Selection
Subsequent to the EOI a Pre-Qualification Questionnaire (PQQ) will be launched in order to qualify organisations for any subsequent tendering process.
Organisations who submitted their EOI within the timeframe stated below will receive details of when the PQQ will be issued and how to access the PQQ in Exostar Source Pass.
The PQQ response will be used to evaluate risk, capability, innovation and other factors (e.g. the potential for grouping and other strategic opportunities) that might influence the Type 26 procurement strategy.
Please note that all potential suppliers are being assessed solely on their responses to this PQQ through Exostar SourcePass; there is no other intervention. We strongly advise you to ensure that you allocate sufficient time and effort to fully answer the PQQ questions. Your responses to the PQQ questions will be the only information we use to select which suppliers will subsequently receive ITT packs.
STEP 4 – Invitation to Tender (ITT)
Subsequent to assessment of PQQ responses, the Purchaser may down-select suppliers who will then receive an Invitation to Tender (ITT) pack, including instructions for joining any e-tender.
TIMEFRAMES
Responses must be delivered in accordance with the dates below. Any responses received after these date will not be considered.
