BAE Systems Maritime – Naval Ships, (the Purchaser) seeks to procure Glass Reinforced Epoxy (GRE) Pipework for the Royal Navy’s new Type 26 GCS (Global Combat Ship). It is anticipated that the T26 GCS class will consist of up to 8 ships.

This bulletin is intended to provide a brief overview of the potential procurement of this item, and the initial mechanisms associated with any forthcoming ITT (Invitation to Tender). These mechanisms include submission of both an EOI (Expression of Interest) and PQQ (Pre-Qualification Questionnaire).

SCOPE
The Purchaser reserves the right to change specifications and / or strategy, or cancel any procurement at no cost or risk to the Purchaser. Any submissions are entirely at the risk of the supplier.

The Supplier will provide a solution against a Technical Requirements Document alone, which will be provided by the Purchaser. No additional specifications or drawings will be provided. It is expected, though not entirely necessary, that the Supplier will already have identical or similar products in their portfolio.

The Type 26 GCS (Glass Reinforced Epoxy Pipework) is/are to comprise:
The scope of supply of this package is for various different types and sizes of GRE Pipe and Fittings for use on the Type 26 GCS.The majority of GRE pipework to be supplied will be made up of GRE pipe and fittings in spool form that are to be constructed by the Contractor and delivered to the build site for installation on the ship. The spool drawings will be produced by the Detail Design Engineering Team within the Type 26 Project, and will utilise the GRE pipe and fittings.
Contractor to provide continuous site availability of 2 man field service team with the following responsibilities:

-Train, certificate, assist and monitor site installation teams in the use of GRE spools
-Train and certificate site teams in the use of mechanical couplings
-Monitor site installations for quality
-Provide spool modifications as required due to design changes, site clashes, installation issues.
-Provide urgent new spools as required to maintain construction programme and minimise any delays.
-Punch list installed systems to ensure correct support types and locations have been installed around mechanical couplings.

All scope in this package shall be manufactured in accordance with the applicable requirements of Lloyd’s Register Rules and Regulations for the Classification of Naval Ships (January 2014) for design, functional and operational performance, design appraisal/ type approval, including construction under survey, unless otherwise stated.
The scope supplied in this package is to be Type Approved for use for the intended application on Naval Ships, in accordance with Lloyd’s Register Rules and Regulations for the Classification of Naval Ships (2014).
All GRE Pipe and Fittings shall be manufactured in accordance with the applicable requirements of Lloyd’s Register Rules and Regulations for the Classification of Naval Ships [Ref 1] for design, functional and operational performance, design appraisal/ type approval, including construction under survey, unless otherwise stated.
The GRE Pipe and Fittings supplied shall be approved to Fire Endurance L3 in accordance with IMO Resolution A.753 (18) [Ref 9].
Particular items in this package will be required to comply with Naval Shock requirements to varying degrees depending on their location and criticality in the ship.

The following items make up the expected scope of this package:

GRE Pipe and Fittings
The Contractor shall provide drawings of all GRE Pipe and Fittings to be supplied, showing all key dimensions in a catalogue format, so that they may be populated into the Type 26 parts library for use within the 3D model.
Spool drawings which are developed by the Type 26 Detail Design Engineering Team will be sent to the Contractor and any issues with manufacture should be advised.
All spools to be supplied will undergo pressure testing to 1.5 times the design pressure indicated in Table 2 prior to delivery to the build yard. Where possible (all flanged and plain ended spools will be tested, spools which have female socket connections will not undergo test) Pressure tests to be recorded on pressure temperature graphs and be maintained for 15 minutes.
GRE pipe 9m (2” to 6”) & 11.89m (8”) will be delivered with male x female end. Plain ended GRE pipe will be 8.5m (2” to 6”) & 11.89m (8”). GRE pipe will be delivered to the build yard for use within the ship connecting spools together using axial grip type couplings. This will be on non-pressurised systems only and this pipe does not require pressure testing prior to delivery.

SUPPORT PRODUCTS AND SUPPORT SERVICES
The Purchaser will look for an acquisition and support solution that will be assessed on the basis of whole life cost, ease of maintenance and availability of parts. The scope of support products and services may include;

– Supportability engineering
– Technical and logistical support data
– Provision of spares and support & test equipment (S&TE)
– Equipment Maintenance
– Spares & S&TE repair, replenishment and maintenance
– Training material & course delivery
– Technical support, both ashore & on-board
– Obsolescence management

The support solution may range from anywhere between case-by-case spares and repairs to a full asset availability service, and is expected to commence at the time of equipment delivery.

E-TENDERING / EXOSTAR
The Purchaser uses an eSourcing toolkit to enable its sourcing activities to be conducted over the Internet.

Any organisation wishing to engage in tender activities, including initial EOI and PQQ activities with the Purchaser, must follow these steps;

1 – Register with EXOSTAR
2 – Submit your Expression of Interest (EOI) by email and within the EOI timescale in the TIMESCALE Section below..
3 – Join the Tender Process if invited (Instructions will be provided).

STEP 1 – Registration with EXOSTAR Source Pass

To register on Source Pass, visit the Portal’s Login Page at

then click on
“Register for Exostar Supplier Membership “
and complete the online registration form. When registering your company, you should only select the SOURCE PASS product, for which there is no charge. The entire process should take no more than 10 minutes and need only be completed once. Passwords are issued via email, normally within 2-3 working days.

STEP 2 – Submitting an EOI via email

Once you have registered on Source Pass and intend to submit an EOI for the described equipment you must send an email to;

The email must contain the following details:
the procurement package name and iBoM number (in the email title)
your organisation’s name;
your contact’s email address;
your contact’s name;
your contact’s telephone number;
your organisation’s Exostar ID number (EXO…)

Your email must arrive no later than the EOI deadline stated in the TIMEFRAMES Section below.

STEP 3 – Invitation to Tender (ITT)

Subsequent to assessment of PQQ responses, the Purchaser may down-select suppliers who will then receive an Invitation to Tender (ITT) pack, including instructions for joining any e-tender.
