The works, supplies or services can be provided only by a particular economic operator for the following reason:
absence of competition for technical reasons

3.Explanation
Please explain in a clear and comprehensive manner why the award of the contract without prior publication in the Official Journal of the European Union
is lawful, by stating the relevant facts and, as appropriate, the conclusions of law in accordance with the directive:
It is considered that this contract can be placed using the Negotiated Procedure without Prior Publication pursuant to Article 32 of Directive 2014/24/EU of the European Parliament and of The Council (Regulation 32 of the PCR 2015) for technical reasons. Spirent is the Design Authority for all (hardware and software) component parts of the current Simulator capability (Spirent GSS9000 GNSS Simulator using SimGEN GUI and Engine v5.06.00). The GSS7000 needs to be entirely compatible and interoperable with the current Spirent Simulator system. Any other software and hardware procured from an alternative supplier would not integrate with the Spirent software within the existing systems. Procuring from any other supplier would lead to disproportionate costs, technical risks and difficulties in integrating with the existing systems with no guarantee that integration would be successful.
