II.1.4) Short Description: The Council seeks the services of a private enforcement company to issue Fixed Penalty Notices (FPN) for specific environmental offences within the boundaries of the Borough.
The length of the contract is for 2 years with the option to extend the contract annually for a further 2 years. Therefore, if all extensions were taken, the full length of the contract would be for 4 years. It is anticipated that the contract will start on 1.7.2017.
The estimated value of the contract including any possible extensions is 600 000 GBP.

The Contractor will be required to patrol the areas of the Borough and issue Fixed Penalty Notices (FPNs) for any offences found to be in breach of the following legislation:
— Disposing of Litter (including litter from a moving vehicle and spitting) — Section 87/88 Environmental Protection Act 1990.
— Fouling of Land by Dogs and Failure to remove dog faeces from land — Dog Control Order. Section 55 Clean Neighbourhoods and Environment Act 2005 or Failure to remove dog faeces from land — Sections 3(2) and 4 Dogs Fouling of Land Act 1996.
— Exposing vehicles for sale on the road — Section 3 and 6 Clean Neighbourhoods and Environment Act 2005.
— Repairing vehicles on the road — Section 4 and 6 Clean Neighbourhoods and Environment Act 2005.
— Fly-posting — Section 43, 43A and 44 Anti-Social Behaviour Act 2003.
— Graffiti — Section 43 and 43A Anti-Social Behaviour Act 2003.
— Painting or inscribing upon the surface, a tree, structure or works on the highway — Section 132 (1) Highways Act 1980.
