BAE Systems Surface Ships Limited trading as BAE Systems Maritime – Naval Ships, (the Purchaser) seeks to procure, install a Weapon Section Base (WSB) for the Royal Navy?s new Type 26 GCS (Global Combat Ship). It is confirmed that the T26 GCS class will consist of up to 8 ships.
This bulletin is intended to provide a brief overview of any procurement, and the initial mechanisms associated with any forthcoming ITT (Invitation to Tender). These mechanisms include submission of both an EOI (Expression of Interest) and PQQ (Pre-Qualification Questionnaire).
2. Scope
This potential Type 26 procurement is intended to include the development of a design that meets MOD Naval Authority requirements, the delivery of the software and systems associated with qualifying for the design and assistance in installation, integration, setting to work and initial support.
The Purchaser reserves the right to change specifications and / or strategy, or cancel any procurement at no cost or risk to the Purchaser. Any submissions are entirely at the risk of the supplier.
The Weapon Section Base (WSB) is a software only package which will run on T26 Shared Infrastructure. It will support the Weapons Engineering team, with understanding and maintaining the operational status of combat equipment to meet the current Command aim. The WSB software will monitor and present the equipment status and associated capability and impact on the Command aim, in a variety of tailored pictorial and tabular formats to maximise the effectiveness of the Engineering team. It will collate the system status by monitoring, analysing and presenting:
Automatically and manually reported status of equipment and associated capabilities;
Automatically and manually reported changes in equipment status and its capability impact;
Automatically and manually reported equipment faults;
Status of platform and infrastructure services required by equipment.
The WSB software will use the above information to advise Command on the repair priorities and actions required to meet the given Command aim.
3. Support Products and Support Services
The Purchaser will look for an acquisition that will be assessed on the basis of whole life cost, with emphasis on equipment/ system availability, reliability and maintainability (ARM). The scope of support products and services may include:
Supportability engineering (`Design for Support?)
Technical and logistical support data
Technical documentation (e.g. operator/maintainer manuals, etc.)
Development and delivery of any Training solution
Software Obsolescence management
4. eTendering / EXOSTAR
The Purchaser uses an eSourcing toolkit to enable its sourcing activities to be conducted over the Internet.
Any organisation wishing to engage in tender activities, including initial EOI and PQQ activities with the Purchaser must follow the following steps:
4.1 Registration via EXOSTAR source pass
To register on source pass, visit the Portal?s Login Page at and complete the online registration form. When registering your company, you should only select the `SourcePass? product (N.B. Please note that the Purchaser will only be using the SourcePass tool; there is no charge for using this service). The entire process should take no more than 10 minutes and need only be completed once. Passwords are issued via email, normally within 2-3 working days.
4.2 Response to this EOI via email
Once you have registered on Source Pass and intend to submit an EOI for the described equipment, you must send an email to:
T26-procurement@baesystems.com
The email must contain the following registered details:
o Your organisation?s name;
o Your contact?s email address;
o Your contact?s name;
o Your contact?s telephone number; and
o Your organisation?s Exostar ID number (e.g. ?EXO??).
Your EOI should be sent via email, addressed to the recipient stated and arrive no later than the deadline stated in the table below.
4.3 PQQ Down-Selection
In parallel to the EOI, a Pre-Qualification Questionnaire (PQQ) may be launched in order to qualify organisations for any subsequent tendering process.
Organisations who have completed the tasks outlined in Section 4.2, within the timeframe stated below, will receive details of how to access the PQQ.
The PQQ response will be used to evaluate risk, capability, innovation and other factors (e.g. the potential for grouping and other strategic opportunities) that might influence the Type 26 procurement strategy.
Subsequent to assessment of PQQ responses, the Purchaser may down-select suppliers who will then receive an Invitation to Tender (ITT) pack.
Please note that all potential suppliers are being assessed solely on their responses to this EOI/PQQ through Exostar SourcePass; there is no other intervention. We strongly advise you to ensure that you allocate sufficient time and effort to respond fully. Your responses will be the only information we use to select which suppliers will subsequently receive ITT packs.
5. Timeframes
Responses must be delivered in accordance with the table below. Any responses received after this date will not be considered.

6. Purchaser Commitment
The issue of this bulletin and your response to it neither creates nor implies any commitment by The Purchaser or the UK Ministry of Defence (MoD) to place a contract on, or enter into, any form of commitment with your organisation. The Purchaser reserves the right to alter its procurement process, and will not be liable for any changes made.
