Reason for Award: The Defence Infrastructure Organisation (DIO), part of the UK Ministry of Defence (MOD), intends to award a contract to WSP Parsons Brinkerhoff to review and update the DIO’s current Design and Maintenance Guide 27 for Airfield Pavements (DMG 27). It is considered that this contract can be placed using the negotiated procedure without prior publication as permitted by article 32(2)(b)(ii) of Directive 2009/81/EC (Regulation 32(2)(b)(ii) of the UK Public Contracts Regulations 2015) for technical reasons.
Value of Contract: 55,000
Justification For Non-Competitive Decision: The contract will require the use of previously developed technical data and information in respect to the existing DMG 27 guide which only WSP Parsons Brinkerhoff, as the legacy author of the current DMG 27 guide, has at it’s disposal in order to undertake this review and update to the satisfaction of the Authority from an interoperability and safety perspective. The review and update will include and consider certain non-standard pavement designs which are specific to the UK MOD. The Authority does not have access to, and is unable to reverse-engineer, the required data and information.
