The current contract for Supply services of personnel including temporary staff in Liverpool is projected to end on 24/5/2017 and may be available for re-tender.The current contract for Supply services of personnel including temporary staff in Liverpool included the procurement forms part of the response to a review of how central government procures contingent labour undertaken during 2011, including a detailed review of existing supply models currently in use within the public sector. It has been endorsed by the HMG Chief Procurement Officer and Commercial Directors in all 17 central government departments. It is the intention that the new arrangements will replace all existing contracts for central government and will also be a viable option for the wider public sector to use. Whilst the arrangements may be accessed by the wider public sector they are not intended to undermine the established PRO5 framework solution for Managed Services for Temporary Agency Resource (MSTAR). The new arrangement will complement MSTAR in that its focus will address the contingent labour requirements of central government departments and the Health sector. The Government Procurement Service and PRO5 are committed to working together in the best interests of the public sector to leverage market leading solutions for Government.The project strategy is based on a coherent, joined-up approach incorporating two delivery models – Neutral Vendor and Managed Service Provider – that will furnish government with a sourcing and recruitment solution for provision of contingent labour delivered via three lots:— Lot 1 – Neutral Vendor,— Lot 2 – Managed Service Provider (Admin & Clerical),— Lot 3 – Managed Service Provider (Operational & Support)).The Government Procurement Service will appoint one Service Provider for each of the above lots. It will be possible for a single Service Provider to bid for, and be successful in any combination of lots.To maximise savings and the efficiency of payment processes the Government Procurement Service and/or other contracting authorities may separately procure a provider of epayment services as an alternative payment option that may be introduced during the term of the framework agreement, further details of which are set out in schedule 3 of the framework agreement in the ITT.
