Plans are set to be approved for further development at the Capital Quarter scheme in Cardiff, including 125,000 sq ft of office space and a 23-storey residential tower.JR Smart submitted a hybrid application earlier this year for a mixed-use development on three plots comprising the remaining land at Western Courtyard in Capital Quarter, near Tyndall Street.The developer is proposing the construction of two new buildings on the 1.71-acre site.Detailed plans have been lodged for the eight-storey No.4 building including 125,000 sq ft of office space and commercial units measuring 5,750 sq ft and 6,114 sq ft on the ground floor.Proposals for No.5, submitted in outline form, include a 23-storey residential tower featuring 160 apartments. Public open space would be provided on a third plot.The application will be discussed at a meeting of Cardiff City Council’s planning committee on 23 November 2016 with councillors recommended to grant consent. This is subject to conditions including financial contributions towards off-site affordable housing and community facilities.A design and access statement, prepared by Morgan2Hayman Architects on behalf of JR Smart, said the development will “provide much needed residential and office accommodation within walking distance of the city centre and Cardiff Bay”.A report prepared ahead of the meeting said the development “complements No. 3 Capital Quarter and completes a high quality commercial frontage to Tyndall Street”.It added: “The proposals deliver high quality office space, 160 dwellings and a significant area of public open space serving the apartments and the Capital Quarter development as a whole.”As part of the wider Capital Quarter development, JR Smart has previously completed two office buildings, providing about 200,000 sq ft of office space. It secured planning consent earlier this year for the seven-storey No.3 building on Tyndall Street totalling 93,500 sq ft.Outline planning permission was obtained for the wider scheme in 2009 and the latest application supersedes plans for a hotel on Plot I and offices on the other two plots.Image credit: Taken from planning documents prepared by Morgan2Hayman Architects, with thanks
