The current contract for Rescue and emergency equipment in Bristol is projected to end on 20/5/2017 and may be available for re-tender.The current contract for Rescue and emergency equipment in Bristol included Rescue and emergency equipment.1 The Training, Stores and Boats Team, part of the UK Ministry of Defence, seeks expressions of interest from companies capable of supplying Marine Rescue Strops (MRS) that meet the statement of requirement shown below:- Statement of Requirement (SoR): The MRS shall comprise of two strop components, an “Upper Body Recovery Strop” (UBRS) and a “Lower Body Recovery Strop” (LBRS). The UBRS will be used to support the upper torso of the Swimmer of the Watch (SOW), on recovery to the rescuing vessel. It is placed behind the upper body, the strop arms extend around the torso, these shall be capable of being cinched closed around the wearer utilising a friction loop to secure the upper strop around the wearer. The LBRS will be used to support the SOW legs, when the SOW is showing signs of fatigue, it will be used to constitute a “Hydrostatic” lift, and recover the SOW in as horizontal position as possible. The LBRS is placed behind the user’s knees and shall be capable of being cinched closed around the legs, utilising a friction loop. The strop shall be issued with a certificate of proof loading and safe working load issued by an independent and suitably approved test company. Each UBRS & LBRS strop shall display an Information Label that shall be sewn onto the webbing.2 Companies wishing to submit an expression an interest in this requirement are required to complete a pre-qualification questionnaire (PQQ). Companies are to submit an e mail to DESShipsFWE-TSB-Comrcl3b@mod.uk requesting a PQQ. The PQQ will be used as the selection criteria for the tender panel. Responses will be marked using award software tool.3 Companies down-selected will be invited to take part in an Invitation to Tender (ITT) assessment process that will be evaluated in two stages:Stage 1: Tender responses will be marked by the Authority against the provided award criteria in the ITT using award software tool; Provision of two product samples, that meet the requirements of the detailed SoR contained within the ITT will be marked by the Authority against the provided award criteria in the ITT using AWARD software tool for a first evaluation; Stage 2: Subject to the marking of both the Tender responses and product samples, during first evaluation a maximum of up to three tenders will be carried forward to a second evaluation and marked which will comprise of user trials of the proposed product against the provided award criteria in the ITT.4 The most economically advantageous tender in terms of award criteria stated in the ITT will be selected as the preferred bidder.5 Should any prospective tender be marked non-compliant within the award criteria at any point during the process the Authority at his sole discretion may remove that Tender from the competition.
