Plans to convert a grade II-listed Leeds city centre landmark into a major office complex have been recommended for approval despite some objections.Property developer Rushbond is behind the proposals for the redevelopment of The Majestic in City Square, a historic building that was badly damaged by a blaze in September 2014.Plans submitted by Turley and drawn up by architects’ firm DLA Design seek permission for the introduction of 86,000 sq ft of grade A office space with 49,000 sq ft for leisure uses.Between 465 and 605 permanent jobs would be supported by the scheme which would also bring the notable building back into use. The existing façade would be retained and reused and internal features will also be kept where possible.A strong objection to the proposal has been put forward by the Cinema Theatre Association, while Twentieth Century Society, Historic England and a private individual have also raised concerns.But the scheme has received support from the owner of the neighbouring property, people who attended a community engagement event and Leeds Civic Trust.A report to be scrutinised by councillors concludes that the advantages of redeveloping the building outweigh the “less than substantial harm” to the original fabric which had attracted objections.Planners recommend the application is deferred and delegated to the chief planning officer for approval, subject to specified conditions and following completing of a section 106 agreement.The Majestic opened in 1922 and quickly became one of Leeds’ most renowned cinemas. The cinema closed in 1969 and the building was subsequently used as a bingo hall and nightclub, closing in 2006.Rushbond bought the property in 2010 but, following an extensive refurbishment, a fire broke out on 30 September 2014 causing extensive internal damage.
