MOD Land Systems Reference Centre (LSRC) – Contract Renewal Industry Engagement Day

The purpose of this notice is to inform the market of an Industry Day which the Ministry of Defence will host on Monday 20 March 2017 regarding renewal of its LSRC contract.

Background

The LSRC is a purpose-built test facility that entered service in 2000 and is currently managed through a Combined In-Service Facilities Management, Operations, Upgrades and Support (CIFMOUS) contract. It provides the MOD’s test and reference capability for deployable Land Environment Communications and Information Systems (CIS), focusing on current and contingent operations.

The LSRC provides a suite of reference systems, test tools and testing areas that enable the MOD and industry to conduct testing to minimise the risks inherent in the development, integration, deployment and upgrade of CIS. The LSRC also has the capability to test applications and application upgrades on reference systems to assess their impact on other applications and the network. LSRC testing is integral to the Defence ICT service release and assurance process prior to the Release & Deployment (R&D) of new/updated infrastructure, hardware and application software, and to determining how these capabilities perform and behave on a representation of the full operational environment. It also reduces the risks of failure when new or updated equipment or application software is integrated onto operational networks.

The Industry Day

This Industry Day’s purpose is to ensure early market awareness of this opportunity, gauge market appetite and capability, and invite feedback to help inform MOD’s approach to the future procurement. We will provide background on the current service, outline our requirements for the renewal, and outline a high-level procurement timeline.

The procurement will be exempt from the Defence and Security Public Contracts Regulations (DSPCR) due to the nature of the services being tested, therefore only UK-based companies and only UK Nationals will be expected to work on this contract. Only companies in this position should register an interest in the day, providing an SC reference number and expiry date for the person who will be representing them to the LSRC Project Manager at neil.holt532@mod.gov.uk, separately from registering an interest at the contact below.

 

Due to limited spaces only one representative from each company may attend the Industry Day. We will inform you as soon as possible should more spaces become available.
