The UK MOD potentially may have a requirement to purchase LLM Mk3. LLM are battery-powered, laser aiming devices for hand-held weapons facilitating accurate, day and night firing at targets of opportunity and are fitted to the weapon by means of a specially designed quick release bracket, which attaches to a Mil STD 1913 Picatinny Rail that is available on a variety of weapon systems (primarily the SA80 IW family). They use various light sources in the visible and infrared spectrum to illuminate and mark potential targets.The LLM Mk3 would be used for world-wide operations which demand the ability to engage with enemy forces in low light and degraded light conditions. The LLM Mk3 would be required to survive in the harshest combat conditions across all environments. It would require a robust design and construction to counter the inevitable rough handling, percussion loads and carriage in service transports (air, land and sea). LLM Mk3 would also be required to operate and retain zero following repeated firings (Battle Field Missions) and resist damage when subjected to the shock associated with operation of the relevant weapons. The LLM Mk3 would be required to be extremely reliable and be independent, as far as is practicable, of the logistic supply chain.The LLM Mk3 would be required to work in conjunction with the soldier Head Mounted Night Vision System (PVS-14 NVG, NSN 5855-01-515-4436) and all current in-service Image Intensification equipments/devices.The following are mandatory Key System Requirements from the LLM Mk3 System Requirements Document:ILLUMINATE.KSR-1:The System shall be able to illuminate objects using visible light. The Threshold Measure of Performance (MOP) being:— in nil ambient light conditions (0 mlx) and without delay,— using the naked eye the User can identify a man-size target,— out to 10 metres.Objective MOP:As Threshold.KSR-2:The System shall be able to illuminate objects with NIR light. The Threshold MOP being:— in nil ambient light conditions (0 mlx) and without delay,— exploiting the HMNVS and IR energy the User can identify a man-size target,— out to 10 metres.Objective MOP:Out to 300 metres (effective range of SA80 IW).Marking targets.KSR-4:The System shall be able to mark the target. The Threshold MOP being:User can place a point of light upon an identified target which can be seen using the naked eye:— full daylight (>10,000 lux) out to 20 metres,— at night (>10 mlx) in good transmission conditions out to 200 metres.Objective MOP:As Threshold.KSR-5:The System shall be able to mark a target using IR energy. The Threshold MOP being:User can place a point of IR energy upon an identified target which can be seen using the HMNVS.— at night (10 mlx) in good transmission conditions out to 300 metres.Objective MOP:Out to 800 metres (effective range of Section lethality).Availability.KSR-34:The system shall have high operational availability. The Threshold MOP being:— 730hrs/year with sufficient combat supplies for unsupported operations for 28 days.Objective MOP:1 460hrs/year with sufficient combat supplies for unsupported operations for 56 days.Integration.KSR-49:The system shall integrate with selected host weapon systems. The Threshold MOP being:Must be capable of secure fitment to, and full operation with:— L85A2 Standard IW Rifle,—— Green plastic handguard fitted with Mil Std 1913 Picatinny rail,—— birdcage flash hider,—— Lightweight Day Sight (LDS),—— Bayonet,— L85A2 Theatre-Entry Standard Rifle,,—— Mil Std 1913 quad-rail handguard (NSN 1005-99-836-6248),—— Ergo-grips (NSN 1005-99-328-6736),—— Down grip (NSN 1005-01-541-1772),—— SureFire Flash Eliminator (NSN 1005-01-565-1810),—— Lightweight Day Sight (LDS),—— Bayonet,— L85A2 UGL (Underslung Grenade Launcher),—— UGL L123A3 (NSN 1010-12-365-6037),—— Fire Control System/Ladder sight,—— LDS or ACOG (FIST-IW/LSW),—— Birdcage or SureFire flash hider,—— Bayonet (birdcage only),—— FIST Fire Control System.Without the need for specialist tools.Objective MOP:Must be capable of secure fitment to, & full operation with any system fitted with a Picatinny Rail and the necessary space to operate the system.KSR-46:The system shall not pose an additional physical burden for the User. The Threshold MOP being:— mass no more than 244 grams (including batteries, bracket and remote switch).Objective MOP:Weigh no more than 100 grams (including batteries, bracket and remote switch).KSR-47:The system shall not degrade operational performance. The Threshold MOP being:In comparison with current LLM01:— no adverse impact upon the User’s operation of his weapon or performance,— no effect on unrelated tasks.Objective MOP:Improves the User’s performance.A mandatory prerequisite for inclusion in this tender exercise would be for any potential solution to have a Technology Readiness Level of 9 as per the following definition:technology system qualified through successful mission operations.In addition to the working sample required throughout the mini trial, and upon selection (as per III.2.1) twelve working sample systems, complete with ancillaries, would be required from each economic operator for use in full user, scientific and environmental trials. Although sample systems would be returned after trialing they would be required to be provided to the UK MOD free of charge with any potential liability for damage during trialing remaining with the economic operators. Each economic operator may only submit one system which they believe best meets the system requirements.It should be noted that potentially DSG may, for the purposes of this requirement, act as the contracting authority on behalf of DE&S.
