Time-limit: 11/11/2020 12:00 Information Requested: The Authority would like to invite your company to answer a few questions that will help with how the Authority responds to the technical challenge of providing bulk aviation fuel storage at UK Ministry of Defence (MOD) Leuchars Airfield, Fife, Scotland.

This RFI is not a bidding opportunity but a means by which industry can provide information to help inform the Authority’s understanding of the market’s capability in meeting any future requirement. Any resulting procurement activity will be conducted competitively.

Introduction

1. All information provided as a response to this Request for Information (RFI) is confidential. No information included in your response, or in discussions connected to it, will be disclosed to any other party.

2. The purpose of this RFI is to inform suppliers that the Authority is inviting early stage Industry engagement, in respect of discussing the Authority’s requirement and potential options for the supply of F34 aviation fuel and related fuel infrastructure and services at MOD Leuchars.

3. The Authority would like to invite your company to answer a few questions that will help with how we structure any future options and any procurement routes going forward.

4. This RFI is not a bidding opportunity but a means by which industry can provide information to help inform the Authority’s understanding of the market’s capability in meeting any future requirement. Any resulting procurement activity will be conducted competitively.

Background

5. There is a regular and enduring requirement for Aviation (F34) fuel for the UK Ministry of Defence (MoD) to be supplied at MOD Leuchars.

6. Leuchars airfield operated as MOD Leuchars until 2014 when the airfield operations were downgraded, and the station was taken over by the Army. At this time the Bulk Fuel Installations on site, and all related pipelines for bulk fuel resupply, were closed and decommissioned. There is now an appetite to increase usage of the airfield by UK military aircraft and other NATO partners both for exercises and operations, and to expand the use of commercial and business aircraft. There is a perceived demand for circa 5.5M litres of F34 (Jet A-1 + additives) per annum with possible increasing demand from commercial aircraft. Currently, F34 is currently provided from RAF Lossiemouth, decanted from the bulk fuel tanker at Lossiemouth into one of 3 MOD owned and operated fuel bowsers that then travel to the airfield at MOD Leuchars to fuel the aircraft as required. The lack of any bulk fuel storage at MOD Leuchars currently limits the number of air movements that can be accommodated at MOD Leuchars. Innovative options/ideas are sought to improve the availability of F34 and ideally the options should be adaptive to enable fulfilment of the increasing demand from commercial aircraft. Any options would be required to operate from 07:00 to 18:00 with very occasional weekend or out of hours operations. There is a possible site for any bulk fuel infrastructure replacement. There may be options to take over all the refuelling operations on site, to include aircraft refuelling, and suitable innovative ideas and technical options that combine all of the above may be considered. The Authority is seeking options in relation to the storage, continued operation and maintenance of bulk aviation fuel at MOD Leuchars.

7. The Authority is looking to understand market capability and is open to innovative ideas from industry.

Purpose of the RFI

9. This RFI aims to achieve the following outcomes:

a. Align the Authority’s requirement with industry standards, processes and capabilities.

b. Inform the Authority’s development of a procurement strategy that will deliver best value for money for Defence, wider central, local and devolved government.

RFI Procedure

10. This RFI will be advertised on the Defence Contracts Online (DCO) and Contracts Finder and issued to all who request an RFI together with other companies whom the MOD believes may be able to provide useful intelligence on this requirement.

11. Responses to this RFI will be reviewed by subject matter experts from different functional areas within MOD. Any details provided in response to this RFI will be used for information purposes only and will not be used to determine the potential Suppliers who will be invited to bid, should the Authority proceed to tender. Nor will responses be used to determine the Authority’s requirement.

12. The results and analysis of this RFI shall not constitute any form of pre-qualification exercise. Any formal procurement process will be undertaken in accordance with EU Procurement Law.

13. Following the issue of this RFI the Authority may hold one to one meetings with suppliers if required. During these meetings the Authority will look to explore RFI Reponses. No further information will be provided on an individual basis other than what has already been released in this RFI. Any details provided in any subsequent meetings will be used for information purposes only and will not be used to determine the potential Suppliers who will be invited to bid, should the Authority proceed to tender.

14. Nothing in this RFI, or any other engagements with Industry prior to a formal procurement process, shall be construed as a representation as to the Authority’s ultimate decision in relation to the future requirement.
