This RFI is not a bidding opportunity but a means by which industry can provide information to help inform the Authority’s understanding of the market’s capability in meeting any future requirement. Any resulting procurement activity will be conducted competitively.

1. All information provided as a response to this Request for Information (RFI) is confidential. No information included in your response, or in discussions connected to it, will be disclosed to any other party.

Introduction

2. The purpose of this RFI is to inform suppliers that the Authority is inviting early stage Industry engagement, in respect of discussing the Authority’s requirement for the supply of specialist fuel related infrastructure and services for the UK Ministry of Defence (MoD) located in the Falkland Islands.

3. The Authority would like to invite your company to answer a few questions that will help with how we structure the future procurement options and any tender documents going forward.

4. This RFI is not a bidding opportunity but a means by which industry can provide information to help inform the Authority’s understanding of the market’s capability in meeting any future requirement. Any resulting procurement activity will be conducted competitively.

Background

5. There is a regular and enduring requirement for Marine (F76), Aviation (F35) and Road Diesel (F54) fuels for the UK Ministry of Defence (MoD) to be delivered to the Falkland Islands.

6. Currently bulk fuel is delivered to the Falkland Islands via a tanker ship interfacing with a Single Point Mooring (SPM) platform located circa 800 meters from the Beach head. Innovative solutions/ideas are sought to upgrade / replace the existing pipeline infrastructure that links the Tanker Ship or SPM to the Petroleum Supply Depot to transfer more than one different fuel type.

7. It is envisaged that the requirements will be met via one supplier, who will be able to provide the necessary unloading system and project manage its commissioning, including all necessary testing and training.

8. The Authority is open to innovative ideas including their ownership of the equipment and associated support services, which could include: Authority owned and operated; Suppler owned and operated plus other relevant combinations.

Purpose of the RFI

9. This RFI aims to achieve the following outcomes:

a. Align the Authority requirement with industry standards and processes, for any potential procurement of a bulk fuel delivery system.
b. Develop a procurement strategy that will deliver best value for money for Defence.
c. Inform and aide the Authority’s understanding of the market and the capabilities available.

RFI Procedure

10. This RFI will be advertised on the Defence Contracts Online (DCO) and Contracts Finder and issued to all who request an RFI together with other companies whom the MOD believes may be able to provide useful intelligence on this requirement.

11. Responses to this RFI will be reviewed by subject matter experts from different functional areas within MoD. Any details provided in response to this RFI will be used for information purposes only and will not be used to determine the potential Suppliers who will be invited to bid, should the Authority proceed to tender. Nor will responses be used to determine the Authority’s requirement.

12. The results and analysis of this RFI shall not constitute any form of pre-qualification exercise. Any formal procurement process will be undertaken in accordance with EU Procurement Law.

13. Following the issue of this RFI the Authority may hold one to one meetings with suppliers if required. During these meetings the Authority will look to explore RFI Reponses. No further information will be provided on an individual basis other than what has already been released in this RFI. Any details provided in any subsequent meetings will be used for information purposes only and will not be used to determine the potential Suppliers who will be invited to bid, should the Authority proceed to tender.

14. Nothing in this RFI, or any other engagements with Industry prior to a formal procurement process, shall be construed as a representation as to the Authority’s ultimate decision in relation to the future requirement.
