Reason for Award: ISS Networks, part of the UK Ministry of Defence (MOD) intends to award a contract to Airbus Defence and Space Limited to allow the continuation of existing Commercial Beyond Line Of Site Satellite Communications Services (CSCS) to maintain capability to support maritime military operations worldwide and to meet the MOD’s essential statutory Safety of Life at Sea (SOLAS) obligations.
Justification For Non-Competitive Decision: It is considered that this contract can be placed using the negotiated procedure without prior publication as permitted by article 28(1)(e) of Directive 2009/81/EC (regulation 16(1)(a)(ii) of the UK Defence and Security Public Contracts Regulations 2011) for technical reasons.
ADSL are the only economic entity that can provide the technical know-how to deliver the end-to-end capability that meets the CSCS requirement within the required timescale to maintain operational readiness. Critical to the requirement is providing MOD assured Network Operating Centres (NOCs) and infrastructure at numerous sites in the UK and worldwide to support vessels operating globally.
