Reason for Award: The United Kingdom Ministry of Defence (the “Authority”) intends to place a 6 month contract for the re-design of Turbo Generator (TG) Rotors to support the requirements of 3 x Vanguard Class (V-Class) Ship Submersible Ballistic Nuclear (SSBN) with Allen Steam Turbines as part of Weir PSL International Ltd (the “Company”). The Contract shall include:
i. Re-design of TG Rotors to meet new requirements set in 2006 by the Registration, Evaluation, Authorisation and Restriction of Chemicals (REACH) EU Regulation with regards to previous Chrome plating.
ii. Rotor materials construction review.
iii. Material review and design clearance verification.
iv. Conversion of engineering drawings and engineering support.
Value of Contract: 250,000
Justification For Non-Competitive Decision: It is considered that this contract can be placed using the negotiated procedure without prior publication pursuant to Articles 28(1)(e) and 28(3)(a) of Directive 2009/81/EC (Regulation 16(1)(a)(ii) and Regulation 16(1)(b)(i) of Defence and Security Public Contract Regulations 2011) for technical reasons.
This is because:
i. The company is the only one to have undertaken the previous design and manufacture of TG Rotors as part of the full manufacture of Turbo Generators. As a result the Company has acquired a detailed technical knowledge of Turbo Generator components and exact design requirements of the TG Rotors within, which require extraordinary management.
ii. The Company designed and manufactured the original Turbo Generators, within which the TG Rotors are housed and new Rotors must be compatible with the existing TG design, consequently they hold and have sole access to their detailed technical knowledge specific to Turbo Generators. This includes the precise technical specification of Turbo Generators, as a result the Company has the detailed technical expertise to verify the re-design of the TG Rotor and are the only supplier with the capability to re-design TG Rotors with the same technical characteristics to be compatible with the wider Turbo Generator.
iii. The Company is the only supplier within the market with the knowledge and experience of the Authority’s Turbo Generators on V-Class Submarines.
