The Royal Navy?s new Type 26 GCS (Global Combat Ship) will not be dynamically launched as has been the practice for previous BAE Systems Maritime-Naval Ships vessels manufactured on the Clyde.
The Type 26 GCS will instead be loaded onto a submersible barge by means of SPMTs (Self Propelled Modular Transporters) and transferred to a suitable location within the controlled waters of the Clyde where the barge will be submerged (free floating or bottom grounded) until the T26 is floating with suitable keel clearance to facilitate its removal and transfer to an adjacent quay prior to its transit to a wet dock to commence the basin trials.
This evolution brings with it different challenges, however, the primary advantage will be to greatly enhance the level of completion and outfitting thus reducing the time between launch and basin trials.
To this end BAE Systems Maritime-Naval Ships, (the Purchaser) seeks to charter a Submersible Barge capable of facilitating the Load-Out and Float-Off of the Type 26 GCS.
The Type 26 GCS class will initially consist of 3 ships with an option for a further 5 ships.
The provisional load-out/float-off schedule is as follows:
Ship 01 ? 2021, Ship 02 ? 2022, Ship 03 ? 2024, Ship 04 ? 2025, Ship 05 ? 2027, Ship 06 ? 2028, Ship 07 ? 2030, Ship 08 ? 2031.
This bulletin is intended to provide a brief overview of the requirements for this potential charter, and the initial mechanisms associated with any forthcoming ITT (Invitation to Tender). These mechanisms include submission of both an EOI (Expression of Interest) and PQQ (Pre-Tender Qualification Questionnaire).
SCOPE
The Purchaser reserves the right to change specifications and / or strategy, or cancel any procurement at no cost risk to the Purchaser. Any submissions are entirely at the risk of the supplier.
The Submersible Barge shall meet the following requirements.
Principal Dimensional limitations:
Length: No longer than 130 metres
Beam: No wider than 38 metres
Depth: To suit Load-Out and Float-Off
Submerged Depth: minimum 8.5 metres above deck
Load-Out:
The barge shall be capable of facilitating the tidal SPMT load-out of a vessel complete with transportation cradles with the following dimensions, weight and centroids:
Length Overall: 149.9 metres
Width Overall: 20.75 metres
Height Overall: 37.90 metres
Weight: 7500 tonnes
Longitudinal Centre of Gravity (LCG): 69.89 metres
Transverse Centre of Gravity (VCG): 8.61 metres
The barge shall be capable of the afore mentioned load-out from the ro-ro (roll-on roll off) quay at BAE Systems Maritime-naval Ships basin at Govan with an elevation 7.31 metres above ACD (Admiralty Chart Datum) and a bottom depth of 5.10 metres below ACD at a Glasgow tide level no greater than 4.6m above ACD, (Govan high tide is 0.18 metres less than the predicted Glasgow tides).
Float-Off:
The Barge shall be capable of facilitating the float-off in both bottom grounded mode and free floating mode of the aforementioned vessel within the controlled waters of the river Clyde.
E-TENDERING / EXOSTAR
The Purchaser uses an eSourcing toolkit to enable its sourcing activities to be conducted over the Internet.
Any organisation wishing to engage in tender activities, including initial EOI and PQQ activities with the Purchaser, must follow these steps;
1 – Register with EXOSTAR
2 – Submit your Expression of Interest (EOI) by email and within the EOI timescale in the TIMESCALE Section below.
3 – Submit your completed PQQ form In EXOSTAR before the PQQ deadline TBC.
4 – Join the Tender Process if invited (Instructions will be provided).
STEP 1 – Registration with EXOSTAR Source Pass
To register on Source Pass, visit the Portal?s Login Page at

and complete the online registration form. When registering your company, you should only select the SOURCE PASS product, for which there is no charge. The entire process should take no more than 10 minutes and need only be completed once. Passwords are issued via email, normally within 2-3 working days.
STEP 2 – Submitting an EOI via email
Once you have registered on Source Pass and intend to submit an EOI for the described equipment you must send an email to;

The email must contain the following details:
the procurement package name and iBoM number (in the email title)
your organisation?s name;
your contact?s email address;
your contact?s name;
your contact?s telephone number;
your organisation?s Exostar ID number (EXO?)
Your email must arrive no later than the EOI deadline stated in the TIMEFRAMES Section below.
STEP 3 – PQQ Down-Selection
Subsequent to the EOI a Pre-Qualification Questionnaire (PQQ) will be launched in order to qualify organisations for any subsequent tendering process.
Organisations who submitted their EOI within the timeframe stated below will receive details of when the PQQ will be issued and how to access the PQQ in Exostar Source Pass.
The PQQ response will be used to evaluate risk, capability, innovation and other factors (e.g. the potential for grouping and other strategic opportunities) that might influence the Type 26 procurement strategy.
Please note that all potential suppliers are being assessed solely on their responses to this PQQ through Exostar SourcePass; there is no other intervention. We strongly advise you to ensure that you allocate sufficient time and effort to fully answer the PQQ questions. Your responses to the PQQ questions will be the only information we use to select which suppliers will subsequently receive ITT packs.
STEP 4 ? Invitation to Tender (ITT)
Subsequent to assessment of PQQ responses, the Purchaser may down-select suppliers who will then receive an Invitation to Tender (ITT) pack, including instructions for joining any e-tender.

Responses must be delivered in accordance with the dates below. Any responses received after these date will not be considered.
