Short description of the contract: This notice is a call for expressions in interest in attending an Industry Day with a view to becoming a Prime Contractor for the F35 Beddown programme at RAF Lakenheath, Suffolk. The Industry Day will outline the scope of the F35 Mission and non Mission project components. The Notice invites interested parties to attend an Industry day where the programme will be fully outlined, with an opportunity to explore innovations in programming to achieve customer timelines. The Industry Day has the overall objecftive of establishing which Contractors within the Industry, who would be interested in competing to achieve a contract arrangement for a Prime Contractor.
The beddown programme involves construction and renovation for a number of buildings numbering in range from 20 to 25 examples being 6 Bay Flight Simulator, Squadron Operation/Aircraft Maintenance Unit and Hangars, Parking Aprons, Parts Store, Infrastructure, fuel system bay, 6 Bay Hangar. there will also be a requirement for demolition, adaption and alteration of existing buildings.
The Prime Contractor will be responsible for the design and build of the Main Campus Mission Critical elements (approx 8 buildings) of the programme under a firm price arrangement with a view to completing this element by Nov 2020. The remaining infrastructure will then be placed under a 2 stage tender process whereby as the design is completed for each additional building a firm price will be agreed.
The Industry Day is being planned for the middle to end of April 17 at RAF Lakenheath. Once a list of interested parties is known they will be advised of the Industry Day date and programme. Following the Industry day the procurement route will enatil a Dynamic PQQ, which would highlight any specialist requirements within the scope of the questions. In this instance the potential consideration for List X. The successful Bidder will require a Technical Assistance Agreement (TAA) with Lockheed Martin and the requirement as a minimum for 4th generation platforms experience, but with a preference for 5th generation platform experience and airfield certification. This will then be followed by an Invitation to Tender exercise.
