“The MCA has a strategic requirement to treat pollution on the water with chemical dispersants deployed from an appropriately configured aircraft. At this time the organisation is interested in establishing from the market the capacity for it to:

a). deliver a strategic capability to spray chemical dispersant liquids, as provided by the contracting authority, from aircraft to treat pollution on the water anywhere within the UK’s Exclusive Economic Zone within 6 hours’ notice;

b). accepting that establishing such a capability has a lead time of up to a year, how the market would propose to maintain continuity in the provision of this strategic capability in the meantime potentially from as early as April 2017; and

c). that the Contracting Authority might be in a position to provide certain hardware and supplementary type certificates developed in relation to a solution based on a Boeing 737-400 series aircraft.
